BSA Guns and Firearms Regulations
Welcome to our new page that we will be posting links to training videos, activities and general leader information for Boy Scout leaders, Cub Scout leaders and Parents.
I know everyone is saying "Parents"? Well For our Cubbies, as well as our Scouts, Parents are their front line leaders. There are Scouting parents as well as new scouting leaders that do understand the way scouting works, what benefits scouting provides to the boys and what our core values are. This is where they will be able to find these answers.
We will also be posting activities through the year that leaders can attend to meet other leaders in the district and the council.

DEN CHIEF TRAINING

Subject: Clarification -- BSA Guns and Firearms Regulations
Guns and Firearms:(Ref: Guide to Safe Scouting VIII Pages 31 and 32)
CUB SCOUTS STANDARDS:(Ref: Cub Scout Shooting Sports Manual 13-550 and Guide to Safe Scouting VIII Pages 31 and 32) (manual 13-550 is Very hard to get. )
Youth members of Cub Scouting are permitted to participate in the shooting activities named in here only.
Archery and BB gun shooting are restricted to day camps, Cub Scout/Webelos Scout resident camps, council-managed family camping programs, or to council activities where there are properly trained supervisors and all standards for BSA shooting sports are enforced (i.e.: Josepho)
Archery and BB gun shooting are not to be done at the pack level. (Must be age appropriate)
Pellet Guns are Not not approved for Cub Scouting.
Cub Scouts are not permitted to use any other type of handgun or firearm.
Cub Scout rangemasters need not be NRA Certified but must be BSA trained Instructors. Same goes for Archery.
BOY SCOUTING STANDARDS:(Ref: Guide to Safe Scouting VIII Pages 31 & 32)
2. All shotgun shooting activities must be supervised by a currently NRA-certified
Shotgun Instructor and when on the range, must be supervised by a currently
NRA-certified Range Safety Officer (RSO).
Muzzle Loaders:
1. Muzzleloading firearms must be of modern manufacture. Firearms made from
kits must be certified safe by a licensed gunsmith.
2. All muzzleloader range shooting activities must be supervised by a currently
NRA/NMLRA-certified muzzle loader firearms instructor and when on the range,
must be supervised by a currently NRA-certified Range Safety Officer.
Boy Scouts may shoot single shot bolt action .22 caliber rifles only.
1. All rifle shooting activities must be supervised by a currently NRA -certified Rifle
Instructor and when on the range, must be supervised by a currently NRA-
certified Range Safety Officer.
Ventures may participate in all activities previously listed for Cub Scouts and Boy Scouts and may participate in activities listed below:
1. Handgun use is limited to the Venturing program Only!.
1. All pistol shooting activities must be supervised by a currently NRA -certified
Pistol Instructor and when on the range, must be supervised by a currently
NRA-Certified Range Safety Officer.
2. When on the range, there must be a ratio of no more than three shooters per
adult coach or instructor. The adult coaches or instructors must be close to the
shooters for close supervision. The adult coaches/instructors must be
Supervised by the Range Safety Officer.
2a. All participants must complete an NRA basic pistol marksmanship course prior
to range firing.
2b. With the approval of the local council, handgun shooting may be conducted
on BSA camp ranges, provided the shooting is done under the supervision of
a currently NRA-certified Range Safety Officer.
1. Ventures may shoot all rifles.
2. All rifle shooting activities must be supervised by a currently NRA-Certified Rifle
Instructor and when on the range, must be supervised by a currently NRA-
certified Range Safety Officer.
3.While Cub Scouts are restricted to Council approved ranges Only, Boy Scouts,
and Ventures may utilize the services of an outside entity or club provided that
the range is approved by a NRA Certified RSO (Range Safety Officer)
Units are not authorized, under any circumstances, to use a cannon or any other large-bore artillery device.
(I am NRA/BSA certified in all the above including Range Safety Officer (RSO) with the exception of Pistol training)
Lastly:
The use of Metallic Cartridges is discouraged and many ranges Do Not allow the firing of these cartridges as it is has a negative impact on the Environment and wildlife (i.e. lead poisoning) This class needs to be examined as to current rules with the Range Safety Officer (RSO) that the trainer is planning on using to fire this ammunition ahead of time. Be very careful of this as it could have a negative impact on the Scout shooting program.!
